EL PASO, Texas—The City of El Paso is proud to announce the appointment of Dionne Mack as the new City Manager.
Ms. Mack, who has served as the Deputy City Manager for Quality of Life, will be stepping into her new role following a comprehensive and inclusive selection process. She will be replacing Interim City Manager Cary Westin, who has provided steadfast leadership during this transitional period.
Mayor Oscar Leeser expressed his enthusiasm for the appointment, stating, “Dionne Mack has shown exceptional leadership and a deep commitment to enhancing the quality of life for all El Paso residents. Background on Dionne Mack
Dionne Mack brings 28 years of public service experience to her new role, with 14 years spent in New York and the past 14 years in El Paso.
As the Deputy City Manager for Quality of Life, she has been a driving force in advancing initiatives that improve the lives of El Paso residents. Her leadership has been instrumental in expanding access to parks, enhancing cultural services, and improving community programs.

About the Selection Process
The appointment of Ms. Mack comes after a rigorous national search that began in March 2024. The process attracted over 100 applicants and included community input sessions, bilingual surveys, and feedback from various stakeholders to ensure that the selection reflected the values and aspirations of El Paso’s residents.
The decision was made following a series of four community Meet and Greet events, where residents had the opportunity to interact directly with each of the finalists for the position. In addition, two Council-appointed community panels, provided critical input that helped shape the final decision.
Ms. Mack’s deep connection to the community and her proven track record in enhancing the quality of life in El Paso were key factors in her selection as the new City Manager. Her leadership is expected to bring continued progress and innovation to the City as it moves forward.
